Made whole doctrine???

I was in a car wreck 4 months ago, and do not have the money to pay for the medical bills. Someone was telling me about this made whole doctrine. In the wreck in I smashed all the bones in both ankles. I have and will cont. to make life changes choices? Does this apply? Please Help?
