What can be done about the homelessness problems in English cities?

I went for my afternoon stroll round the city centre today and the scale of the homelessness there left me utterly saddened. I was thinking it will get to the stage soon where it will put people and tourists especially from visiting our great cities. Could we get rid of these people?
