Why make abortions criminal, it's not going to be a deterrent?

In 1968 President Nixon declared War on Drugs in 1980 President and Mrs Reagan, invented the "Just Say No" campaign. Since that time, we've seen the use of drugs skyrocket and incarceration has more than quadrupled. The death penalty was banned and then reinstated for most of the US in the mid 70's, and we are still executed people today?
